Procedure for Land Services
Central Level offices are more concerned with the policy, planning and management functions; and district level offices are meant for the implementation of the operational functions.
A. Work Procedure of Land Administration in the Department of Lan (DOLRM)
B. Functional Procedure of the District Land Revenue Offices
District land offices deals with the operational functions of DOLRM with respect to Land/Land Revenue Administration. Operationally, the district offices adjudicates land ownership; registers 'Deed' directly or indirectly relating to land ownership; protects Land Tenancy Rights; monitors Land Holding Ceiling; and provides other supportive services, such as 'Rokka/Fukuwa', Copy Services, Document ('Misil') referral services, etc.

By the chart land owners/conveyancing parties come to the district office for deed registration/ adjudication by deed or by request. And Land district offices will verify the application with the office records like Moth, Rokka and afterwards if verifies ok, then the application document will be sent to the registration/namsari or other related sub sections for further processing or update:
Following steps will be taken to perform specified task in the district land revenue offices:
Steps:
- Registration of the request application in the registry section submitted by the people for the certain task. (Normally people come district Land revenue offices with a request application to perform specific task that was prepared with the help of lekhandases (local solicitors) after the consultation on their works to be performed).
- Application document will be sent to the moth section to verify if the requested parcel exists or not in the office records. If "No" then further processing will be stopped. If "Yes" then it takes next step.
- Application document will be sent to the Rokka section to verify if the requested parcel is not restricted for further processing or not in the office records. If restriction is "Yes" then further processing will be stopped. If "No" then it takes next step.
- If verifies step 2 & 3 then application document will be registered in the registration section and registration section provide Token (queue no) for the processing.
- If application document needs parcel sub division then the document will be sent to survey section for parcel sub division and after sub division documents will be returned to the same sub section for the further processing.
- It sends to the account sub section for the revenue, service fees, taxes etc
- It further submits to the Land revenue officer and chief land revenue officer for the endorsement of the deeds.
- Application document sends to related sub sections for further processing or update.
For example if application request falls under following subject criteria then it sends to registration section for further processing:
Adjudication of Land Ownership by Deed
There are various types of transactions or Deeds, such as 'Rajinama', 'Hal Ko Bakaspatra', 'DanPatra', 'Chhod Patra', 'Sagol Naama', 'Ansha Banda' etc.
- Adjudication of Land Ownership by Application
Amendments and/or updates on land ownership may be made 'Chhut Darta', 'Bejilla Da Kha', 'DaKha by Auction', 'Purano Dakha'
- Deed Registration
Apart from immediate transfer of ownership, conveyancing parties may also agree upon deeds which have future and/or conditional bearing on ownership transfer. (land mortagage against loan). Such deed registration simply creates & maintains deed transaction records.
Or else
If application request falls under following tasks then it sends to samsodhan/amendment/namasari or other related subsection for further processing accordingly.
C. Functional Procedure of the District Land Reform Offices
District land offices deals with the operational functions of DOLRM with respect to Land/Land Revenue Administration.
